Make sure that your optic is seated correctly, and tighten down on the truest mechanical zero you can get. When mounting the optic Mount, make sure the amount is completely seated and the picatinny rail is tight against the non screw head side of the rail before tightening. Reasons for windage to be off: Loose tolerances picatinny rail, out of spec tolerances picatinny rail, non-con Centric Barrel, mounting the optic mount to a polymer picatinny rail riveted to a sheet metal dust cover, poor tolerancing between barrel and picatinny rail.
